RELIEF Project: One of the 50 Best Digital Ideas

The RELIEF project, led by BravoSolution Spain, whose objective is to search for new technologies that improve the self-management of chronic pain patients, has been awarded as one of the 50 Best Digital Ideas in 2016, bestowed by leading Spanish financial daily Expansión, in the Digital Institutions category. RELIEF is a Pre-Commercial procurement project co-funded by the European Commission under the Horizon 2020 programme. The project, started in February 2016, has a consortium consisting of research institutions, consultancies and public sector organizations: Servicio Andaluz de Salud (SAS) and the PSiNET research group of the Universitat Oberta de Catalunya (UOC), from Spain; the Réseau des Acheteurs Hospitaliers d’Île de France (RESAH IDF) and the SPH Conseil (Public Health Care Consulting) from France; and the Uppsala County Council - CCU from Sweden.

The new technologies and solutions are sought by using a Pre-Commercial Procurement (PCP) process. Pre-Commercial Procurement is a mechanism for procuring R&D services with the purpose of developing a new product or solution that solve the common challenge of the project: how to improve self-management of chronic pain patients with technology? A PCP process typically consists of three phases: concept/solution design, prototype development and pilot phase (development of first pre-products on a small scale that are tested in the field).

PCP is about stimulating supplier product development from the demand side so that from the outset it fits perfectly to the needs of the public authority interested in deploying the service commercially. It is about the public and private sector sharing the risks and benefits of picking up exploratory research which has the potential to innovate public services from the early stages of pre-commercial product development up to the stage where products are ready for commercialization.

In preparation of the PCP call for tender, an Open Market Consultation (OMC) with potential tenderers and end-users is being held to broach the views of the market about RELIEF project's scope. The purpose of the OMC is to canvass wide stakeholder opinion on the suitability of RELIEF PCP. The OMC will be an essential part of the preparation of the PCP Challenge. With the market consultation, the consortium will get an insight into the market; the state of the art and future developments in order to prepare an adequate procurement with the right and feasible scope.

In order to gain this knowledge, companies in the EU are invited to fill in an online questionnaire on the RELIEF PCP Challenge. The OPC questionnaire is published here http://relief-chronicpain.eu/marketConsultation.html. The output of the OMC will give a broad insight into the current state of the art of the RELIEF proposed system. It will allow contributors to give feedback on what technologies should be included in RELIEF, where they see the biggest technical challenges and what should be shared. The results of the consultations will be fully documented and taken into account in order to detail the tender specifications.
